Established in 2009, the Global Climate Partnership Fund (GCPF) is a Luxembourg-based investment company under Luxembourg law. It was initiated by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and KfW Entwicklungsbank, with management by responsAbility Investments AG. The fund addresses the financing gap for low-carbon projects in developing economies by providing funding for energy efficiency and renewable energy projects targeting small and medium-sized enterprises (SMEs) and private households. GCPF collaborates primarily with local financial institutions but also engages directly with projects, aiming to support areas that are underserved by private capital providers and do not require subsidies to realize their potential.

GCPF's investment strategy involves offering mid to long-term financing, typically between USD 5 million and USD 30 million, with flexible funding schedules. The fund provides senior or subordinated debt, financing up to 49.9% of tier 1 capital and/or up to 25% of total assets for local financial institutions. For climate-focused companies, GCPF offers direct funding primarily in the form of senior debt, with maturities of up to 15 years. The fund's geographical focus spans multiple developing economies, including countries in Sub-Saharan Africa, East Asia and Pacific, Europe and Central Asia, Middle East and North Africa, and South Asia.

GCPF's portfolio encompasses a diverse range of industries, including energy efficiency, renewable energy, financial services, agriculture, manufacturing, construction, real estate, transportation, water management, waste management, telecommunications, healthcare, education, retail, and hospitality. The fund's investments aim to mitigate climate change by reducing greenhouse gas emissions, in line with the long-term global warming targets of the Paris Climate Agreement. By fostering sustainable investments in clean energy projects, GCPF contributes to the reduction of primary energy consumption and supports the transition to low-emission and climate-resilient development pathways in developing countries.
