Established in 2004, the Japan Organization for Metals and Energy Security (JOGMEC) is a Japanese government agency responsible for ensuring a stable supply of energy and mineral resources for Japan. It was formed by merging the former Japan National Oil Corporation and the Metal Mining Agency of Japan. JOGMEC's primary mission is to support Japanese companies in the exploration, development, and production of oil, natural gas, and mineral resources both domestically and internationally. This includes providing financial assistance, technical support, and conducting geological surveys to facilitate resource acquisition.

In addition to its core functions, JOGMEC has expanded its roles to include the stockpiling of oil, liquefied petroleum gas (LPG), and rare metals, as well as the construction of national LPG stockpiling bases. Notably, JOGMEC has been involved in significant projects such as the successful extraction of methane hydrate from seabed deposits in 2013, marking a milestone in Japan's energy resource development.
